Might be a bit of a trek but Mt. Kembla at Wollongong is open Monday 9am-4:30pm and on from 9am-6pm on Wednesday, $30 entry fee.

jml: There is absolutely no reason the construct you suggest could not be a reality.
This is specifically what is proposed under the NSW Trial Riders Association.
Meanwhile, there is no reason you could not champion this arrangement in your own club.
