You fill it with soapy water to make bubbles....maybe foam so you can find you way back when out exploring unfamiliar terrain...

Sending cane toads into the neighbours yard? Scaring off flying foxes? Launching potatoes? Directing exhaust gases into something that is a bit higher than the bike exhaust? An April fool's day gag a few days early? Something to try and extract more power out of that poor little bike? Have you got a better photo of it? (maybe from the side)

Had a mate with one of those PVC guns that launched; oranges, tennis balls, spuds etc .Crazy bit of gear, it could launch an orange an entire city block, but ... no not a launching device. Not an early April fool's day gag "Directing exhaust gasses into something" ... "try to extract more power from that poor little bike" This would be the closest to the real purpose of this pipe.
