Beta Rev 3 Kickstart Spring

Hi

Can anyone tell me what the "special bolt" located on the engine immediately above the kickstart does? Mine has come loose and at the same time the kickstart doesn't return at all. You can't get at it without removing the exhaust. I think it must retain a spring. Is there an easy fix.
