I think what you hear rattling is the washer that has the end of the fork rolled around it. I'm certain it can't be removed.It's what the topping spring is held against.And also what stop's the fork coming apart.
I also believe when they chrome the fork they will probably plug the top end and tape off the bottom end, so that the chroming process's will only adhere to the surface that they will be grinding back to the original size. They won't want to be grinding the area behind that bottom bush. I'd call them first Steve.

These are the bits that are moving around inside the tube

Can anyone tell me if they are removable? . . . . .if yes? . . . . . . how?

There might be some sort of seat in there? are those tabs easy to bend? But I think it might be better to chrome it with them in place like brd650 suggested :-"
