Forum avatars - size limit increased

I've increased the size limit on avatars to about 20KB, so now you can upload more elaborate avatars like mine.

(Some people may think I increased the size so I could have a bigger one myself... well, I'm not going to deny that! :-" )

Another increase - avatars can now be 100x100 and 30KB.
