I wasn't there so this is by staged guesswork:

Bike is a borrowed M49 late in model run but not Kit Campeon = 1970 or 1971
Aussie creek vegetation = Australia
Way too much riding gear for time of day to be Queensland even in winter = a cold state
Sams riding schools probably only near the biggest cities = Sydney or Melbourne
Vegetation looks like somewhere with reliable rain and low altitude = coastal

My guess is coastal NSW near Sydney
relax, nothing is under control

My father and uncle have photos of Sam the man demonstrating his skills around 1970 / 71 on Menglers Hill in SA, basically across the road from last years Aussie Titles.

With the vegetation and sandy soil in the pic very similar to what is on parts of Menglers I'd almost hazard a guess that the pic is from here in SA.

Have to ask the old man to dig the pic out now!

Sidecars - its betta to have a swinger than fly solo!

David,
your process of elimination was spot on.
Taken at Heathcote (NSW) on 21/06/70 at an Open.
The preceding day was the school.
Unfortunately I couldn't find the results for this trial.
