The rider is Robert Gough. I don't know who the passenger is.
Bike is Yamaha TY250B.

Assuming Robert had the same passenger for 3 seasons, 1974, 1975 & 1976, the passenger in this photo would be Gary Jackson.
In 1974 & 1976 they finished in the top 3 in the Aussie Titles, but were unplaced in 1975.
