Montesa Cota 172 registration

I have seen photos of Cota trials bikes with Headlights, Tail lights and Speedos.
Can these be fitted to a Cota 172 and therefore get it registered under the NSW historic Log Book system.
Then I could ride it on the street to the local bushland areas in the Blue Mountains.
